That's not a red flag here, it's just how this market works, so budget extra time for back-and-forth before you can lock a number. It also means an artist's own website isn't always the full picture of where they'll travel. Kiss N Makeup Artistry's site doesn't mention Ventura County at all, yet she's credited on a real Camarillo styled shoot, so ask directly rather than ruling someone out (or in) from their site copy alone.

Book your hair and makeup artist 9 to 12 months out if you want Fairytale or Beholden Beauty on a Saturday between April and October, Ventura County's busiest wedding season. Book your florist 6 to 9 months out, sooner if you want Velvet Blooms, since design-forward florists with a minimum tend to take fewer weddings per weekend. When you reach out, ask for their current price sheet, confirm they travel to your specific venue, and get everything in writing before you pay a deposit.
